International Development Group, LLC (IDG) has been selected to provide advisory and consulting services to the Millennium Challenge Corporation’s (MCC) Human and Community Development (HCD) practice group. Working with subcontractor Making Cents International (MCI), IDG will support MCC’s human capital investments across its portfolio of partner countries, spanning skills and workforce development, behavioral insights and user experience, and health.
MCC is an independent U.S. government agency that works to reduce poverty through economic growth. It partners with select developing countries that demonstrate good governance, economic freedom, and investment in their people, delivering funding through its Compact and Threshold programs. Human capital — the skills, health, and capabilities that people bring to a growing economy — is a core part of that model, and MCC’s HCD practice group leads the agency’s work on education, workforce development, behavior and user experience across its Compact and Threshold programs.
Under this engagement, IDG will provide technical consulting support across the full lifecycle of MCC-funded projects, from early planning and design through mobilization, implementation oversight, and program closure. The team’s work is expected to center on technical and vocational education and training (TVET) and workforce development, with additional support in behavioral science and human-centered design, and in health systems strengthening. Illustrative activities include political economy and stakeholder analyses, reviews of project proposals and implementation plans, design of program logic models and theories of change, and applied behavioral and user experience research to improve how MCC-funded programs are adopted and used on the ground.
The work will span a range of MCC’s current and prospective partner countries, including Belize, Kosovo, the Philippines, Sierra Leone, Côte d’Ivoire, Indonesia, Mozambique, Liberia, Ecuador, Bolivia, Guatemala, Fiji, and Kiribati, among others, with the portfolio of countries expected to shift over time as MCC’s compact/threshold programming evolves.
This selection builds on IDG’s long-standing partnership with MCC and reinforces the firm’s position as a trusted advisor on human capital programming for U.S. government-funded development initiatives worldwide.
