At the request of the Government of Indonesia (GOI) in collaboration with the United States Government (USG), International Development Group (IDG) provided technical assistance to the Ibu Kota Negara (IKN) authority agency of the GOI. This support focused on developing new and emerging Smart City technologies, a masterplan and vision designed to optimize renewable energy usage, green building management, clean transportation options, and inclusive development for the future residents of Nusantara Capital City. This initiative is particularly timely as the GOI is currently planning the new capital, Nusantara Capital City, which is classified as a Special Region, equivalent to a provincial government.
Achievements
- IDG supported the development of the smart city vision and Key Performance Indicators (KPI) that would serve as the foundation of the smart city master plan.
- The technical team defined the user experience for future residence of IKN by developing 10 user personas. The team analyzed the potential smart city needs and concerns and mapped the customer journeys for the developed user personas.
- The smart city vision and activity successes were presented at the United States – Indonesia Society (USINDO) Open Forum on Indonesia’s New Capital City.
- IDG prepared OIKN for future procurements by developing a high-level Enterprise Architecture (EA) for all smart features and detailed architecture for four (4) features. The EAs are a birds-eye view of the system within which a particular smart feature, service, or domain sits and how it interacts with the whole system.
- IDG also completed a vendor market assessment, which promoted several positive outcomes. It allowed the host government to understand the market’s expertise and expectations as they prepared to tender the features; supported creating an open and secure network; and outlined how an open, fair, and competitive tender process can facilitate the acquisition of the highest quality products. The assessment also formed the basis of a stakeholder engagement event hosted at the US Embassy, which invited vendors to learn more about Nusantara, the work accomplished with IDG’s assistance, and a discussion on how to move the tender process forward.
- IDG developed a “Preparation Guide for Developing Smart Cities”. The guide provides an overview of helpful goals, approaches, questions, and considerations involved in developing the technology that powers a smart city. It is intended for non-technical individuals who wish to understand the likely steps involved in urban development activities related to smart cities. It also gives a foundation for engaging with counterparts interested in developing a smart city.
