Request for Proposal Announcement: Government Securities Retail Platform in Moldova

International Development Group Advisory Services, LLC (International Development Group LLC or IDG), following the results of the Expression of Interest on the implementation of a Government Securities Retail Platform in Moldova published on April 20,2022, is now soliciting proposals from qualified organizations interested in designing, building, and launching a direct sales of government securities (GS) to retail investors platform in Moldova. As the implementer of the USAID Moldova Financial Sector Transparency Activity (FSTA), IDG has been contracted by the United States Agency for International Development (USAID) to assist the National Bank of Moldova, the Ministry of Finance, the Central Securities Depository (CSD) and other public administration bodies in Moldova with the objective to design, build and launch a direct sales of government securities (GS) to retail investors platform in Moldova.

  • NON-FUNCTIONAL REQUIREMENTS – TECHNOLOGY STACK: The acceptable technology stack can also include non .NET operating environments. One example of such an environment could be an operating environment relying on JAVA Virtual machine operations
  • SOFTWARE MAINTENANCE AND UPGRADE APPROACH: The Ministry of Finance and its associated operating IT center (CTIF) intend to, in line with the standard approach of government related institutions in Moldova, perform the software maintenance and software enhancements and upgrades in-house. The RFP contents now reflect this approach in more detail.
  • RIGHTS REQUIREMENTS: The rights to the source code and its usage are provided in more detail in the Non-Functional requirements. While these Requirements are labeled as Optional, IDG retains the discretionary right to label them as Mandatory at the request of the Ministry of Finance.
  • SCOPE OF IMPLEMENTATION SERVICES: The scope of implementation services is provided in more detail to account for the requirement to train software developers.

This procurement will require formal technical and cost proposal submissions for both the Base Contract and the Option Period as outlined by the Request for Proposals (RFP). This procurement will be conducted as a full and open competition process under which any type of organization is eligible to compete.

Important Dates

Questions and Clarifications: Questions should be submitted in writing no later than 5:00 PM EST on June 13, 2022

RFP Closing Date: Proposals must be submitted no later than 5:00 PM EST on June 30, 2022

These submissions must be made by email only to procurement@internationaldevelopmentgroup.com.

Questions should be submitted in writing by the deadline. Questions will not be accepted by phone. IDG will send written responses by email to all questions and comments received (without identifying the source of inquiry) to all Bidders. Should IDG deem it necessary to amend the RFP as a result of a clarification, it will do so. At any time before the submission of Proposals, IDG may amend the RFP by issuing an addendum that will be published on the IDG website or shared by standard electronic means. All Bidders should check the IDG website periodically for any amendments.

Issuance of this solicitation and the submission of a proposal do not constitute a commitment on the part of IDG to make an award; neither does it constitute an obligation for any costs incurred in the preparation and submission of a proposal.
