IDG supports: monitoring of project implementation, so implementing partners and donor missions receive real-time feedback on how projects and programs are performing; external evaluations of projects and programs, at baselines, mid-points of implementation, and upon completion of activities; and learning so that implementing partners and donors can acquire lessons learned from monitoring and evaluations to adapt management of programs and improve performance.

IDG’s System Administrator for Monitoring and Evaluation designs, develops, maintains, and continuously improves the Climate Change Monitoring and Evaluation databases and systems. The System Administrator also reports climate change information in compliance with the DFFE’s national and international obligations.
Our MEL system examines and evaluates how effective our interventions in the Indo-Pacific region are and what best practices we can keep moving forward. Our system is developed from the Theory of Change (TOC) and accounts for project timeline, roles, responsibilities, and goals.
IDG is conducting an independent performance evaluation of MCC’s Roads for Market Access (RMA) Activity in Niger by collecting the baseline data prior to road construction and the endline data four years after the road improvement completion. This performance evaluation uses a mixed-methods approach with both quantitative and qualitative data collection.
IDG is conducting an independent performance evaluation of MCC’s SNRDP in the Philippines six years after the road improvement. This performance evaluation uses a mixed-methods approach with both quantitative and qualitative data collection. IDG collected primary data on a manual traffic count, various road and transit surveys, and multiple road condition studies. Additionally, IDG conducted key informant interviews with road maintenance sector stakeholders and transportation market stakeholders.
IDG conducted an independent performance evaluation of MCC’s Namialo-Rio Lurio and Nampula-Rio Ligonha roads activities, seven years after the road rehabilitation’s completion. This performance evaluation adopts a mixed-methods approach with quantitative and qualitative data collection. IDG conducted key informant interviews and collected primary data which includes a manual traffic count, transportation surveys, roadside establishment interviews, and a road roughness study.
IDG conducted an independent performance evaluation of MCC’s N-S Road Project in Mongolia six years after the road completion. This performance evaluation adopted a mixed-methods approach with both quantitative and qualitative data collection.
IDG is conducting an independent performance evaluation of MCC’s M2/M7 Road Project in Moldova seven years after the road completion. This performance evaluation adopts a mixed-methods approach with quantitative and qualitative data collection. Key informant interviews were conducted with road maintenance stakeholders and transportation market stakeholders. Primary data collection is also collected in the process which includes a manual traffic count, an origin-destination survey, an axle load survey, a public transportation user survey, a vehicle operating costs survey, roadside establishment interviews, and a road roughness study.
IDG conducted an independent performance evaluation of MCC’s Roads and Bridges Activity investment eight years after completion. This performance evaluation adopted a mixed-methods approach with both quantitative and qualitative data collection. Primary data collection included two rounds of manual traffic counts, an origin-destination survey, a public transportation user survey, a vehicle operating costs survey, and a road roughness study. Additionally, key informant interviews were conducted with road sector stakeholders.
IDG conducted an evaluation of the Regional Economic Growth Program in order to analyze management structure and progress and effectiveness of interventions and state of the selected sectors. It found that while project goals were met, success was not attributed to REG by beneficiaries, and that more personnel in the region could have increased success. These recommendations were included in later projects.
IDG provided support to the USAID/Senegal Economic Growth Office in 2008 and 2009 by conducting a midterm evaluation of its economic growth program managed by International Resources Group (IRG). The team provided technical expertise and management in areas related to accelerated growth, increased competitiveness, and trade. IDG managed the assessment and the production of the final report, which assessed IRG’s performance in 3 areas: Business Development Services, Public Private Partnerships, and Policy Reforms.
IDG conducted an evaluation in Liberia for the Government and Economic Management Assistance Program (GEMAP), which focused on assessing three USAID-led GEMAP initiatives. There was room for improvement in the initiatives, as indicators focused mostly on project outputs rather than impact, and the results of the workplans were not closely monitored.
IDG provided experts with USAID to evaluate the economic growth program in Ghana and its impact on increasing global competitiveness. The assessment included an in-depth look at the Trade and Investment Program for a Competitive Export Economy (TIPCEE) program, which aimed to increase exports in the horticulture and food crops sectors by facilitating improvements in the business enabling environment.
